community health improvement plans; improving both public health
and health care infrastructure and systems through increased
local collaboration; and improving population health through

HASC convened a recent meeting of San Bernardino County hospitals
and the Inland Counties Emergency Medical Agency (ICEMA) to
conduct follow-up discussions regarding emergency department (ED)
crowding. ED utilization in the region has continued to see large
increases, with a 20 percent increase in ambulance transports to
San Bernardino County hospital EDs since 2009. In addition, San
Bernardino sees a larger population through the ED than even
state averages: 360 visits per 1,000 relative to the state
average of 320 per 1,000.
San Gorgonio Memorial Hospital’s new Emergency Department and
Intensive Care Unit was celebrated with a ribbon-cutting ceremony
on Jan. 18. The new facility will be open to patients this
spring.
The new ED more than doubles the number of available beds—from 10
to 23. The number of ICU beds nearly tripled—from 6 to 16. The
new ED has private rooms, and the ICU, which occupies the second
floor, has rooms large enough for families to stay overnight.

The Behavioral Health Services Committee of the Inland Counties
identifies and addresses regulatory, public policy and
reimbursement issues related to behavioral services providers’
ability to render quality care in a dynamic environment. The
group seeks feedback from outside parties and reports recommended
action through the Constituent Services Representative on the
HASC Board.

HASC held a meeting with the Department of Health Care Services
(DHCS) late November to provide information for Inland region
hospitals regarding the Coordinated Care Initiative (CCI).
Approximately 30 representatives from Inland area facilities
attended the meeting, which was hosted by Prime Healthcare.
HASC coordinated a regional meeting on Nov. 1 to share
information with Inland region hospitals regarding the flu
season, which runs from November through March. The meeting,
which was held at Riverside Community Hospital, had approximately
40 attendees.
Last week, 300 health, business and civic leaders gathered with
St. Joseph Health, St. Mary leaders to break ground on its new
$261 million medical center, the St. Mary Victorville campus. St.
Joseph Health, St. Mary Victorville is designed with a Level 3
Trauma Center – the first in the High Desert – and 128 private
rooms.
An affiliate of Riverside-based KPC Group has purchased Victor
Valley Community Hospital for $33.8 million. The 101-bed medical
facility declared bankruptcy in 2010. Victor Valley Community
Hospital has filed for approval of the deal with the state
attorney general’s office.
The Inland Empire Health Information Exchange (IEHIE), a
self-funded collaborative of Riverside and San Bernardino County
hospitals, medical centers, physician practices, health plans,
public health organizations and other health care providers, is
now live at http://iehie.org/.
St. Mary Medical Center received approval from the Planning
Commission last week to proceed with building a new hospital in
Victorville. The Victorville campus will add 128 hospital beds to
St. Mary’s existing 202 beds in Apple Valley.
The pilot for the Inland Empire Health Information Exchange
(IEHIE) launched on Jan. 13. Orion Health, which IEHIE selected
as the vendor, was sent the completed contract and has started
the build out. The build out is anticipated to take two to three
weeks for completion. Once complete, Orion will work with the
pilot facilities to link them to the HIE. The pilot project
consists of six hospitals, seven medical groups and one health
plan.
The Behavioral Health Services Committee of the Inland Counties
identifies and addresses regulatory, public policy and
reimbursement issues related to behavioral services providers’
ability to render quality care in a dynamic environment. The
group seeks feedback from outside parties and reports recommended
action through the Constituent Services Representative on the
HASC Board.
The Inland Area Emergency Services Committee convenes hospitals,
emergency medical services (EMS) agencies and providers in the
Inland Area to share current issues and concerns impacting on the
EMS system.
They disseminate and promote best practices in emergency services
and facilitate adoption of similar programs and policies across
both counties to enhance the Inland Area system of emergency
care.
The Inland Area Continuum of Care Committee addresses the state
and federal regulatory, public policy and reimbursement issues
impacting a provider’s ability to treat, transfer and discharge
patients across the continuum of care. The committee collaborates
with external resources, promotes best practices, and facilitates
implementation of similar programs and policies across both
counties to help enhance care quality of care across the
continuum of care.
The Inland Area Emergency Services 5150 Sub-Committee identifies
opportunities for area emergency departments to collaborate with
the local EMS on psychiatric holds. The group facilitates
communication training to hospitals and other affected agencies.
The the committee works with CHA’s Emergency / Trauma Committee
on major issues. Findings and activities are reported to the
Emergency Health Services Committee regularly.
The Inland Region Hospital Chief Executive Officers committee
serves as a forum for member executives to resolve local issues,
monitor funding and regulate and coordinate Hospital services
networks; represents member interests to the Board of
Supervisors, local elected officials and government agencies.
Specialty focus areas include emergency medical services, public
health, indigent care, mental health and other emerging issues.
The Inland Area office represents hospitals in San Bernardino
County and Riverside County. Member hospitals are representative
of many types of health care facilities, from rural to large
teaching facilities; for-profit to not-for-profit; VA to
behavioral health; community to county-owned and operated.
