HASC’s regional committees are central to the mission and vision
of the organization. Meetings throughout the year bring together
representatives from local hospitals and other health care
organizations along with HASC’s regional vice presidents to
provide a critical regional voice for area members, strengthening
statewide advocacy and addressing local health concerns.
The Behavioral Health Services Committee of Los Angeles
identifies and addresses regulatory, public policy and
reimbursement issues related to behavioral services providers’
ability to render quality care in a dynamic environment. They
look for input from outside parties and report recommended
actions through the Constituent Services Representative on the
HASC Board.
The Behavioral Health Services Committee of Orange County works
to address behavioral services providers’ ability to render
quality care in the current regulatory, public policy and
reimbursement environment. The committee gathers input from
outside parties and reports recommended action through the
Constituent Services Representative on the HASC Board.
The Behavioral Health Services Committee of the Inland Counties
identifies and addresses regulatory, public policy and
reimbursement issues related to behavioral services providers’
ability to render quality care in a dynamic environment. The
group seeks feedback from outside parties and reports recommended
action through the Constituent Services Representative on the
HASC Board.
The Inland Area Community Benefits Stakeholders Committee is
committed to increasing local collaboration in conducting
community health assessments, developing and implementing
community health improvement plans; improving both public health
and health care infrastructure and systems through increased
local collaboration; and improving population health through
increased collaboration.
The Inland Area Continuum of Care Committee addresses the state
and federal regulatory, public policy and reimbursement issues
impacting a provider’s ability to treat, transfer and discharge
patients across the continuum of care. The committee collaborates
with external resources, promotes best practices, and facilitates
implementation of similar programs and policies across both
counties to help enhance care quality of care across the
continuum of care.
The Inland Area Emergency Services Committee convenes hospitals,
emergency medical services (EMS) agencies and providers in the
Inland Area to share current issues and concerns impacting on the
EMS system.
They disseminate and promote best practices in emergency services
and facilitate adoption of similar programs and policies across
both counties to enhance the Inland Area system of emergency
care.
The Inland Area Emergency Services 5150 Sub-Committee identifies
opportunities for area emergency departments to collaborate with
the local EMS on psychiatric holds. The group facilitates
communication training to hospitals and other affected agencies.
The the committee works with CHA’s Emergency / Trauma Committee
on major issues. Findings and activities are reported to the
Emergency Health Services Committee regularly.
The Inland Region Hospital Chief Executive Officers committee
serves as a forum for member executives to resolve local issues,
monitor funding and regulate and coordinate Hospital services
networks; represents member interests to the Board of
Supervisors, local elected officials and government agencies.
Specialty focus areas include emergency medical services, public
health, indigent care, mental health and other emerging issues.
The Homeless Health Care Task Force develops solutions to the
challenges associated with post acute health care for homeless
individuals; works to improve coordination and communication
links between hospital and service providers; bridges the gaps in
the continuum of care post discharge; and addresses the need for
additional training and educational resources for hospitals.
The Los Angeles Emergency Health Services Committee acts as a
liaison with local EMS agencies and CHA; addresses issues related
to patient access to emergency and trauma services; and
recommends policies that assure development of effective,
efficient EMS delivery systems throughout Los Angeles County.
The Los Angeles Hospital Leadership Group resolves local issues
such as funding, regulation and coordination of healthcare
services; establishes local public policy positions and
represents the interests of the membership to the Los Angeles
County Board of Supervisors, local elected officials and
government agencies; assists the board of directors and CHA with
statewide and federal issues, identifying concerns and
opportunities at the local level; recommends HASC policy and
program development.
The Orange County Medical Services Initiative (MSI) Committee
partners with County MSI Program officials to negotiate and
monitor the administration of the Orange County MSI Agreement;
works to increase program funding; develops strategies for
achieving effective relationships with County officials; and
partners with County MSI staff to evaluate program results.
Orange County Executive Board formulates and carries out the HASC
local public policy agenda in Orange County. All HASC member
CEOs, along with other appointed member representatives, serve as
members of the HASC-OC Executive Board. Four committees work in
conjunction with the HASC-OC Executive Board: the Behavioral
Health Services (BHS) Committee, Emergency Medical Services (EMS)
Committee, the Medical Services for Indigents (MSI) Committee and
the CalOPTIMA Managed Care (CMC) Committee.
The Orange County CalOPTIMA Managed Care Committee monitors
CalOptima contracts and policies affecting both contracted and
non-contracted hospitals; maintains communications with CalOptima
staff and board members; and develops and advocates creative
solutions to identified issues.
The Orange County Emergency Medical Services Committee monitors
policies and procedures governing the Orange County Emergency
Medical Services (EMS) system and recommends related policy
positions to the HASC-OC Executive Board.
Santa Barbara County Hospital Chief Executive Officers serves as
a forum for member executives to resolve local issues, monitor
funding and regulate and coordinate Hospital services networks.
The committee represents member interests to the Board of
Supervisors, local elected officials and government agencies.
