Medical Services Initiative

Orange County's Medical Services Initiative (MSI) program contracts with HASC to provide educational and consulting services to 25 hospitals and 15 clinics that contract with Orange County Health Care Agency for Indigent Care.

Eligible patients are screened and financially interviewed by healthcare provider staff on site before or during their medical treatment confinement, eliminating delays and securing reimbursements more quickly. The MSI program now staffs more than 571 certified MSI Application Takers at the 40 contracted healthcare providers.

In 2008, MSI Application Takers interviewed and referred 27,052 MSI eligible patients to the program.

How It Works

The MSI program structure includes the Orange County Health Care Agency and private Orange County hospitals in a public-private partnership to deliver health care to indigents using Orange County's medical system and resources.

The County Health Care Agency contracts with eligible Orange County hospitals to participate in the program.

Hospitals offer medical services to the indigent population by providing adequate staff to screen and financial interviews with communities' MSI eligible patients.

HASC interfaces with county management on behalf of providers to ensure program effectiveness.

Program Funding

Providers pay HASC a management fee based on percentage of business and are invoiced quarterly in advance; payment is due within 30 days.
