The Los Angeles City Clerk certified a petition titled City
of Los Angeles Public Health Protection Act that requires
the Los Angeles City Council to establish its own Public Health
Department. The City can create the department by way of an
ordinance or place the issue before voters possibly in June 2014.
The Orange County Board of Supervisors, on a 4-1 vote, approved a
$2 million budget augmentation for the MSI Hospital Pool this
week. Hospitals will lose well over $200 million in actual costs
in this year’s MSI program. Supervisors Nguyen, Bates, Nelson
(Chairman of the Board), and Spitzer voted to support the
appropriation; Supervisor Moorlach dissented.

HASC Los Angeles has opposed a proposal to establish a City
Public Health Department. Also in HASC news this week, Orange
County Supervisors approved a $2 million budget augmentation for

HASC’s new Health Benefits and Wellness Partnership can help
Southern California member hospitals substantially reduce the
cost of employee benefits. In other regional news, Orange County
hospitals’ payments for inpatient services to the uninsured have
plunged to 17 percent of actual cost, and a recent loss of a
lawsuit with the state leaves the county’s hospitals challenged

John Calderone, PhD, Chief Executive Officer at Olympia Medical
Center in Los Angeles, CA, has been named the recipient of the
4th Annual Healthcare Administrator Award, presented by the
Association for Professionals in Infection Control and
Epidemiology (APIC). APIC is a multi-disciplinary, voluntary,
international organization promoting wellness and prevention of
Infection world-wide by advancing health care epidemiology. Its
headquarters is located in Washington D.C.
California’s budget agreement announced and approved last week
puts a couple hotly contested health care issues on hold, making
some stakeholders nervous and angry, but for the most part, this
year’s balancing act is kinder to health and social services than
any spending plan over the past half decade, according to
legislators and veteran Sacramento watchers.
