Our public policy priorities are driven by our mission—to lead,
represent and serve hospitals, and work collaboratively with
other stakeholders to enhance community health. We scan the
current environment for issues critical to our members and
advocate in a way that best represents your needs.
HASC’s current public policy priorities include a focus on
emergency medical services (EMS), Medi-Cal managed care,
indigent physical and mental health, facility licensing, external
relations, and support for the California Hospital Association
(CHA).
There are many ways to become involved, and it all begins with
knowing your representatives. Contacting government
representatives, soliciting the right contacts within your
organization, joining a HASC committee or contributing to CHPAC
are all ways your voice can make a difference.
Our emergency and pubic health initiative focuses on readiness
and engagement to help ensure every hospital has an improving
level of preparedness for health and medical emergencies. By
providing linkages to your local emergency medical services
and public health agencies as well as access to services like
ReddiNet®, our emergency
communications network, HASC is building an integrated emergency
response system to enhance your capacity to prepare for and
respond to emergencies.
This report provides analysis of a 2011 survey conducted by the
California Hospital Association (in partnership with the regional
hospital associations) to assess statewide hospital emergency
code usage. The survey was a followup to one conducted in
2009. The final results illustrate ongoing progress in
hospital emergency code implementation among California
healthcare facilities.
In April 2011, the California Legislature passed the Public
Safety Realignment Act (Assembly Bills 109 and 117),
which transfers responsibility for supervising specific low-level
inmates and parolees from the California Department of
Corrections and Rehabilitation (CDCR) to counties. In addition,
it tasked the local Community Corrections Partnership (CCP)
with recommending a plan to the County Board of Supervisors
(Section 1230.1 California Penal Code) which shall be deemed
accepted by the County Board of Supervisors unless rejected

The California Hospital Association’s Hospital Preparedness
Program (CHA HPP) provides ongoing support to California
hospitals and health systems in all-hazard’s disaster planning

Recent concern over potential acute and unpredictable public
health threats have led local disaster officials to consider the
healthcare service implications of such emergencies. Despite this
concern, there have been few planning tools which quantify the
number of patients who cannot receive hospital care due to
overwhelming demand (unmet need). To address this gap, a Pandemic
Flu Hospital Surge Planning Model (the model) was developed and
tested in the Los Angeles (LA) County hospital market.

2013 HR Issues: What You Should Do to Prepare Now!
As we approach the new era of health care reform, hospitals and
health systems will need to create more efficient, innovative
ways to deliver health care. This will have a substantial impact
upon organizations’ human capital. HR leaders must seriously
examine the engagement culture in their organizations and
consider revising or developing new strategies to better prepare
for the impact of health care reform.
Time and staffing constraints can make it challenging to complete HR surveys. Often for hospitals, the failed attempt to complete surveys by the participation deadline can result in paying costly non-participant fees to access the report. HASC hosted its second annual Health Care Provider Wellness
Conference June 14-15 at the Hilton Los Angeles / Universal City.
Addressing both the need for worksite wellness programs and
strategies for implementing them successfully, the conference
provided information on the growing evidence of wellness
programs’ ability to reduce injuries, health care costs and
absenteeism while increasing productivity and job satisfaction.
