The HASC Board and committees offer essential guidance to the
HASC staff and our hospital members. Regular meetings ensure the
organization remains committed to its mission and delivers its
members opportunities to enhance their services and maximize
their position in the market.
Orange County Executive Board formulates and carries out the HASC
local public policy agenda in Orange County. All HASC member
CEOs, along with other appointed member representatives, serve as
members of the HASC-OC Executive Board. Four committees work in
conjunction with the HASC-OC Executive Board: the Behavioral
Health Services (BHS) Committee, Emergency Medical Services (EMS)
Committee, the Medical Services for Indigents (MSI) Committee and
the CalOPTIMA Managed Care (CMC) Committee.

liaison with local EMS agencies and CHA; addresses issues related
to patient access to emergency and trauma services; and
recommends policies that assure development of effective,

multi-specialty work group began in 2009 as a subgroup of the
Contracting Committee. The work group serves as a forum to
simplify and improve claim payments to hospitals.

The Contracting Committee provides a forum for managed care
contracting issues affecting hospitals; develops and recommends
strategies for capitation and per diem contracting; monitors
trends in managed care reimbursement and utilization; and works
as a mechanism for evaluating payers and health plans.

The Palliative Care Committee serves as a network for palliative
care professionals to exchange information and help create and
strengthen existing programs; educates the hospital community on
the benefits of palliative care programs for the hospital, the
patient and their family; and provides a toolkit of resources for
palliative care programs.
The group’s goal is to establish palliative care programs in 50%
of Southern California’s acute care hospitals.

The Los Angeles Hospital Leadership Group resolves local issues
such as funding, regulation and coordination of healthcare
services; establishes local public policy positions and
represents the interests of the membership to the Los Angeles
County Board of Supervisors, local elected officials and
government agencies; assists the board of directors and CHA with
statewide and federal issues, identifying concerns and
opportunities at the local level; recommends HASC policy and
program development.
